About Kings County
The area
Kings County is the eastern end of Prince Edward Island. It covers about 1,690 km² of land and had about 18,300 people in 2021. The Town of Three Rivers, formed in 2018 from seven municipalities, including Montague, Georgetown and Cardigan, and the rural land around them, is the largest municipality on the Island by land area and had about 7,900 people in 2021. It is named for the Brudenell, Cardigan and Montague rivers. Souris (about 1,100) sits at the eastern tip, and other communities include Morell, St. Peters Bay and Murray River.
History
The Island is Epekwitk to the Mi'kmaq, who have lived here for thousands of years; Abegweit First Nation has a reserve at Morell. The French had a trading post at Brudenell Point from 1732. After the British survey split the Island into 67 lots, they were handed out by lottery in 1767, mostly to absentee owners, with Georgetown as the county seat; the Land Purchase Act of 1875 made the landlords sell so residents could own their farms. Farming, fishing and later shipbuilding built the county.
Services and access
Kings County Memorial Hospital in Montague has an emergency department (check Health PEI for its current hours); the Queen Elizabeth Hospital in Charlottetown is the Island's main referral hospital. Montague is about 40 minutes by road from Charlottetown. Northumberland Ferries crosses from Wood Islands to Caribou, Nova Scotia. Charlottetown Airport has scheduled flights (Air Canada, WestJet, Flair and Porter). Farming, forestry, fishing and mussel farming carry the rural economy.
Land and climate
About a third of Three Rivers is farmland, mostly Class 2 soils that are deep, hold moisture and yield well. Rural lots use a well and septic system. A new septic system, a new lot or a new building needs a Site Suitability Assessment of the soil by a qualified assessor first; Three Rivers wants a perc test before it issues a permit, which is hard to get in wet or winter months.
Before you buy
Three Rivers, Souris and Eastern Kings have their own official plans and issue development permits. Elsewhere the province's Department of Housing, Land and Communities does (it has an office in Montague); a building permit is separate. Wetlands, watercourses, buffer zones and dunes are protected under the Environmental Protection Act and can limit where you build. If a parcel is "identified" for non-development use under the Lands Protection Act, subdividing it or using it for anything but farming or a home needs an amendment through the Island Regulatory and Appeals Commission first. On the coast, Three Rivers sets new buildings at least 22.9 m back from a beach's top of bank (or 60 times the yearly erosion rate, if more) and 30.5 m from a dune.
